Chairman Cai Leads Delegation to the Republic of the Congo for Business and Project Supervision

To advance high-quality participation in the Belt and Road Initiative and actively contribute to the China-Africa in-depth economic and trade cooperation pilot zone,Cai Dianwei,Chairman of HCIG,led a delegation to the Republic of the Congo from February 27 to March 1 to conduct a series of business engagements,oversee ongoing projects,and visit frontline staff.Liu Yiqi,Deputy General Manager of HCIG,accompanied the delegation.

On the morning of February 27 (local time),Cai and his delegation met with Jean-Jacques Bouya,State Minister for Land Development and Major Works,for in-depth discussions.The meeting was also attended by officials from the Ministry of Transport of the Republic of the Congo,Guo Ning,Director-General of the Foreign Affairs Office of the Hunan Provincial People’s Government,and representatives from the Hunan provincial departments of state-owned assets supervision and commerce.Both sides reviewed the progress of cooperation on the Corridor No. 13 project and the Congo-Ocean Railway modernization project,and held detailed exchanges on key follow-up work,agreeing to accelerate project implementation.

On the afternoon of the same day,the delegation met with Christian Yoka,Minister of Finance,Budget and Public Treasury.Both sides spoke positively of the progress achieved in earlier cooperation and agreed to expedite project implementation under the principles of legal compliance.

On the afternoon of March 1 (local time),Cai and his delegation visited the Chinese Embassy in the Republic of the Congo and held talks with Ambassador An Qing.

Ambassador An welcomed the delegation and briefed them on the country’s current political and economic landscape,as well as the development of China–Congo relations. She noted that,under the strategic guidance of the two heads of state,bilateral relations have been elevated to a high-level community with a shared future,delivering fruitful outcomes across various fields. The Congo-Ocean Railway modernization and Corridor No. 13 projects have attracted strong attention from the Congolese government and the public,and will have far-reaching impacts on local economic and social development,serving as flagship projects of China-Africa cooperation. The Embassy will continue to support HCIG in advancing project cooperation,explore new pathways for infrastructure collaboration,and encourage the Group to strengthen whole-process project management,uphold compliance standards,and expand practical cooperation in the Republic of the Congo.

Cai Dianwei expressed sincere appreciation for the Embassy’s long-standing guidance and support,and introduced HCIG’s international business development and progress of its projects in the Republic of the Congo.He noted that,as a major state-owned enterprise of Hunan Province,HCIG is deeply engaged in high-quality Belt and Road cooperation and actively contributes to the China-Africa economic and trade cooperation pilot zone. The Group will continue to advance the Congo-Ocean Railway modernization and Corridor No. 13 projects to high standards under a compliance-based approach,fulfilling its corporate responsibilities and striving to deliver landmark outcomes that embody China–Congo friendship. Looking ahead,HCIG will leverage its strengths under the guidance and support of the Embassy to further expand its presence in the Congolese market and contribute to the sustained development of bilateral cooperation.

On the morning of February 28 (local time),Cai and his delegation visited the Banque Sino-Congolaise pour l’Afrique and held discussions with General Manager Wang Shenghong on leveraging complementary strengths to explore more investment and financing opportunities in the Republic of the Congo and surrounding regions,with a view to achieving resource sharing and mutual benefit.

On the afternoon of February 28,the delegation conducted on-site supervision and inspection of the Northern Second Export Road rehabilitation project in the Republic of the Congo.They reviewed construction progress,safety,and quality management,and provided guidance on next steps.At a subsequent meeting,Cai fully affirmed the project team’s efforts and,on behalf of the Group,extended sincere appreciation and regards to all staff working on the frontlines overseas.

Representatives from HCIG’s International Cooperation Department,HNRB,and SHICO also participated in the visit.
