Angolan Delegation Visits HCIG for Business Engagement

On the morning of April 20, André Manuel Sampaio Adriano, Director of the Governor’s Office of Luanda Province, Angola, led a delegation to HCIG for a business engagement meeting. Liu Suyue, Deputy Director-General of the Hunan Provincial Department of Commerce, attended the meeting, while Liu Yiqi, Deputy General Manager of HCIG, received the delegation. The two sides held in-depth discussions on deepening practical cooperation between Hunan and Angola in infrastructure, energy and environmental protection, urban development, logistics and trade, and other fields.

Located along the Atlantic coast in northwestern Angola, Luanda Province covers an area of approximately 1,883 square kilometers and has a permanent resident population of about 8.67 million. Its capital, Luanda, serves as Angola’s political, economic, transportation and commercial center. Leveraging its strategic coastal location and role as a regional hub, the province continues to deepen practical international cooperation and actively integrate into the Belt and Road Initiative.

André Manuel Sampaio Adriano expressed his appreciation for the warm reception and spoke highly of HCIG’s comprehensive strengths in infrastructure development, integrated investment, construction and operation, and overseas industrial park management. He noted that Angola and China enjoy a longstanding friendship and have achieved fruitful results through practical cooperation. Luanda Province is accelerating efforts in urban renewal, environmental management, healthcare improvement and the development of a modern logistics system. With its significant locational advantages and broad market potential, the province welcomes HCIG to visit Luanda for further exchanges and actively participate in the development of local projects in infrastructure, environmental protection and energy, bonded warehousing, and mineral resources, with the aim of jointly advancing more practical cooperation that delivers tangible benefits to both sides.

Liu Suyue said that Hunan is home to two national-level platforms, namely the China-Africa Economic and Trade Expo and the Pilot Zone for In-depth China-Africa Economic and Trade Cooperation. Hunan has a comprehensive industrial system and strong manufacturing capabilities, with competitive industries such as construction machinery, equipment manufacturing and new materials accelerating their expansion into Africa. As a leading Hunan enterprise in the “going global” initiative, HCIG has accumulated extensive experience in China-Africa economic and trade cooperation and possesses full value-chain service capabilities spanning engineering and trade. She expressed the hope that the two sides would leverage the advantages of these national-level platforms, establish a regular communication mechanism, identify areas of synergy in infrastructure, energy development and international trade, and advance potential projects into substantive implementation. The Provincial Department of Commerce will provide full support and services to facilitate deeper practical cooperation between HCIG and its Angolan partners and jointly promote deeper and more substantive economic and trade cooperation between Hunan and Africa.

Liu Yiqi introduced HCIG’s overall development, international business footprint and full-industry-chain capabilities. He said that as Hunan’s largest international economic and trade contractor, HCIG has consistently pursued the Belt and Road Initiative and actively contributed to the development of the Pilot Zone for In-depth China-Africa Economic and Trade Cooperation. Within the framework of the Forum on China-Africa Cooperation, China-Angola relations continue to deepen, while economic and trade ties between Hunan and Angola remain close. HCIG is ready to leverage its professional strengths and participate in the economic and social development of Luanda Province in compliance with laws and regulations, deepen cooperation in port development, municipal infrastructure, waste-to-energy and international trade, help enhance the province’s urban functions and industrial capabilities, and contribute to practical China-Angola cooperation.

Manuel Miguel Luzolo, Director of the Luanda Provincial Institute for Studies, Planning and Statistics, and other business representatives, as well as representatives from Division I of the Provincial Department of Commerce, the China-Africa Secretariat, the International Cooperation Department of HCIG, Hunan Installation Engineering Co., Ltd., SHICO and Hunan Construction Investment Water Conservancy and Hydropower Co., Ltd., attended the meeting.
