HNRB’s LLRN Project Solar-plus-Storage System in the Philippines Officially Enters Operation

Recently, the integrated smart energy system combining photovoltaic power generation and energy storage at the camp of Contract Package A of the Laguna Lakeshore Road Network (LLRN) Project in the Philippines — the first overseas project of HCIGs HNRB to implement the export of clean energy technologies and equipment — successfully completed full-cycle trial operation and officially entered stable operation, delivering both economic and environmental benefits and earning a letter of commendation from the project owner.

01 Tackling Local Power Supply Challenges

The project is located in the Laguna Lakeshore area, where the local power grid is weak and electricity resources are scarce, while diesel-powered generation incurs high operation and maintenance costs. To address these challenges, the project team developed a smart solar-plus-storage microgrid tailored to local conditions. With a total investment of RMB 4.03 million, the system is equipped with 600 kW of distributed photovoltaic capacity, a 750 kW power conversion system (PCS), and 1,446 kWh of energy storage capacity. It establishes a smart energy supply model featuring “solar power as the priority, energy storage for peak regulation, and fuel as backup,” enabling independent, safe and self-sufficient power supply for the camp while adapting to complex operating conditions such as rainy weather and low-voltage conditions.

02 Delivering Both Energy Savings and Cost Reduction

During the trial operation period, the system operated steadily, generating a cumulative 29,200 kWh of photovoltaic power and discharging 28,400 kWh from the energy storage system, fully meeting the projects electricity needs for office operations, daily living and construction activities. The system generates an average of 3,000 kWh of electricity per day, with annual clean electricity generation expected to reach 950,000 kWh. Compared with the traditional local power supply model, it is expected to save approximately RMB 400,000 in electricity and operation and maintenance costs annually, or RMB 1.2 million over the three-year construction period. The solar-plus-storage system also has a designed service life of 10 years, and its equipment can be relocated for use on subsequent projects, achieving both economic and environmental benefits.

03 Green Innovation Earns International Recognition

With its significant energy-saving benefits and stable operating performance, the system has received high recognition from the Asian Development Bank (ADB) and the Asian Infrastructure Investment Bank (AIIB). The project owner also issued a letter of commendation specifically recognizing the system, noting that the solar-powered model effectively reduces greenhouse gas emissions, lowers long-term operation and maintenance costs, and improves energy reliability, thereby providing strong support for the Philippines’ efforts to address climate change.

The successful application of the system fully demonstrates the technological strengths of Chinese infrastructure enterprises in smart energy and green, low-carbon development, while providing replicable practical experience for green infrastructure development in countries along the Belt and Road. Going forward, HCIG will continue to bring green technologies and Chinese solutions to overseas markets and further strengthen the international reputation of Chinese infrastructure in low-carbon development.

The Laguna Lakeshore Road Network (LLRN) Project in the Philippines is located in the southwestern part of Laguna Province, passing through the cities of Biñan and Cabuyao, approximately 40 kilometers from central Manila. The mainline is 12.15 kilometers long, with construction works covering roadbed and pavement, bridges, structures and ancillary works.
