The Central Asia Investment and Trade Legal Compliance Symposium was held at Hunan Construction Investment Group on the morning of January 9.

Baktybek kyzy Asel, president of the Central Asian Court of International Arbitration (CACIA), Batyrbaev Baktybek, expert of the Expert Committee of CACIA, Ernazarov U1ugmurat Turdyevich, former vice president of the Tashkent Economic Court and director of the Tashkent Law Protection Law Firm, Pan Chuanping from the Zhou Qibang Law Firm in Hong Kong, and Deng Peng, deputy director of the Changsha Arbitration Commission, attended the symposium. Fang Zheng, general legal advisor and chief compliance officer of the group, warmly greeted them.

Baktybek kyzy Asel introduced the situation of CACIA and said that the cooperation in Central Asia is steadily moving forward in the high-level opening up. The EPC project for Kyrgyzstan’s Eurasian Trade and Logistics Comprehensive Zone (Chuy) and the Bishkek City waste incineration power generation project are key projects supported by the Kyrgyzstan government. With the progress of the projects, there will be broader communication space and more topics worth exploring together in terms of legal compliance between the two sides.

Ernazarov U1ugmurat Turdyevich introduced the legal situation of investment and trade in Uzbekistan.

Ernazarov U1ugmurat Turdyevich gave a speech on “Legal Protection of Foreign-funded Enterprises in Kyrgyzstan”.

Pan Chuanping and Deng Peng shared their views on opportunities and challenges brought by the China-Kyrgyzstan-Uzbekistan Railway, and international arbitration. The Enterprise Management Department of the group introduced the group’s foreign-related legal compliance situation. SHICO and Hunan Industrial Equipment Installation Co., Ltd. respectively introduced the construction of the two projects.

Fang Zheng welcomed the guests from home and abroad and said that in recent years, the group has increased efforts to go global. As an important region for the current international business of the group, Central Asia has a unique investment and trade environment, and a complex and diverse legal environment, which presents both opportunities and challenges for the group. It is necessary to study the laws and regulations of various Central Asian countries and grasp local policy dynamics. In the future, the group will further strengthen communication and cooperation with all parties on legal compliance issues in Central Asia, and establish working mechanisms to assist Chinese-funded enterprises in their stable and far-reaching investment and trade activities in Central Asia.

Since 2024, HCIG has made active efforts in enhancing top-level design, strengthening organizational construction, and improving institutional mechanisms based on the national requirements for the construction of foreign-related rule of law, with legal compliance services taking the lead. 

In the future, the group will further conduct forward-looking research on international common rules and laws and regulations of host countries, and expand overseas judicial resources to provide comprehensive services for the development of the group’s international business, thus helping the group shape a better international image, and win broader overseas development space.
